The Law on Environment regulates the rights and duties of the national government, local self-governments, as well as the rights and duties of legal entities and individuals in the provision of conditions for protection and promotion of the environment, as a special right of the citizens. However, having in mind that this is a horizontal regulation, and the fact that it is a general law (lex generalis), it cannot provide any protection in case any of the other laws are not harmonized with the Law on Environment.
